ATK Modell maybe? It was a Hungarian version of Next Top Model and the girls frequently had to get naked. But I don't remember seeing them ever pulling a cart naked.

There was a short movie scene like the one you described posted here a while ago. A couple of stark naked girls were pulling guys riding in chariots in some kind of a race or contest (kind of like that harness racing sport). It was from a legit movie, not a porn or fetish clip. I don't remember what it was called, but it definately was a movie clip and not from reality tv.
