I am looking for scenes where actresses can be seen clearly touching (with their hand) an actors exposed penis.

Just a few criteria:
1. The penis does not have to be erect - just in shot.
2. The scene does not have to involve real or allegedly real sex.

I am looking for scenes such as the one in Betty Blue where she strokes and then kisses the actors flaccid penis. It seems to be fairly common in french cinema but to date I only have a few titles.

The Dreamers - Eva Green, while nude, strips off the boxers of one of her costars, who has a partial erection with Eva's picture fasted to it. She takes the picture off and he quickly covers himself with his hand. Not exactly handling a penis, but pretty close...

Romance - this French film has some actual sex in it, and is a pretty horrible film overall. There is one scene where the lead actress strokes and admires the actor's erect penis while discussing how men are never really aroused.

Sex and Lucia - not sure if it's Vega's but there is a close-up of a hand on the lead actor's penis as she gently strokes it to erection.

Angels in America - Emma Thompson, playing a physician, inspects the actor's penis in the hospital. Not the least bit erotic, but still, you asked...

Lena Nyman in "I Am Curious (Yellow) (1967)"--man handles her man's handle (no erection).

Amanda Ooms in "Hotel St. Pauli" gives a customer a hand and blow job.

I personally love the scene in "Betty Blue" where Beatrice Dalle holds her naked co-stars penis at both ends. She proceeds to stroke it delicately while he sleeps lying on his back. She then plants a big kiss right onto his penis - which stays limp throughout the scene.

I believe the Variety review of "36 Fillette" (1988) implied some such content in that film, but this was either the French release or the film festival version -- not the brief US theatrical or subsequent VHS, so I can't say whether this is in the film as available now. Never saw it, in any event; I only "seem to remember" the review.

The Italians aren't slouches in this department either: also check out Elisabetta Cavallotti in "Guardami (1999)". In Europe, appearing in slightly over the edge porn seems to be just another career path into the "mainstream" cinema.

I haven't seen "Betty Blue" for a while but the said penis touching scene was in the VHS version that I have seen - maybe it was left in in Europe only. The scene has also been left in subsequent TV airings in the UK. Maybe its a censorship thing??

One film I have not seen yet is "Baise Moi" which I have heard contains several "hard" sequences.

"Baise Moi" is the hardest of the hard core (except for a dearth of cum shots). This is exactly what American pornographers agreed to leave out of the hardcore stuff: Sex and over the top violence. I guess a "plot" and attempts at acting now distinquish hard core from "mainstream".
